About the role
This is a senior, on-site business analyst contract in Toronto/Oshawa for a Government of Ontario ministry, working through a staffing vendor. It suits an experienced I&IT business analyst comfortable leading requirements gathering, business cases and stakeholder engagement across Waterfall, Iterative and Agile projects. The engagement runs on a fixed contract term with government methodology and security clearance requirements.
What you’ll do
- Lead business analysis to assess client business problems, opportunities and requirements
- Gather, document, analyze and validate complex business and functional requirements
- Develop business cases, cost-benefit analyses and feasibility studies
- Facilitate JAD sessions, interviews, workshops and stakeholder consultations
- Conduct business, use-case, data and process modeling
- Define business rules, functional and non-functional requirements
- Monitor progress and provide status updates to management and stakeholders
- Translate business and data requirements into technology solution specifications
- Build and maintain relationships with business stakeholders and subject matter experts
- Support project planning, quality assurance, testing and change management

- Strong stakeholder engagement, negotiation and facilitation skills
- Experience with Waterfall, Iterative and Agile methodologies
- Familiarity with OPS Unified Project Management Methodology and Enterprise Architecture and Gating Process
- Experience with CASE tools
- Knowledge of AODA requirements
Nice to have
- Experience with property tax, property assessment or municipal taxation systems
- Experience with Ontario's Online Property Tax Analysis (OPTA) application
- Experience with information retrieval packages
- Experience in large, complex public-sector or regulated environments
