About the role
This is a senior, on-site business analyst contract in Toronto for a Government of Ontario ministry, working through a staffing vendor. It suits a senior BA experienced with requirements elicitation, As-Is/To-Be process modeling and stakeholder engagement in public-sector settings. The engagement runs on a fixed contract term with government project methodology.
What you’ll do
- Lead business analysis to assess client business problems and opportunities
- Elicit, analyze, document and validate business and system requirements
- Engage stakeholders and subject matter experts to understand business needs
- Develop current-state (As-Is) and future-state (To-Be) process models
- Document business processes, rules, use cases, user stories and acceptance criteria
- Facilitate stakeholder interviews, workshops and JAD sessions
- Prepare business cases, cost-benefit analyses and feasibility studies
- Translate business and data requirements into technology solution specifications
- Prepare presentations, briefing notes and recommendations
- Align business analysis activities with OPS project management and architecture methodologies

- Experience eliciting, analyzing, documenting and validating business and system requirements
- Experience facilitating stakeholder interviews, workshops and JAD sessions
- Experience developing As-Is and To-Be process models
- Experience with business process re-engineering and transformation initiatives
- Experience developing business cases, cost-benefit analyses and feasibility studies
- Proficiency with Microsoft Office, Visio, Azure DevOps or Jira
- Experience in Agile, Scrum, Waterfall or Hybrid delivery environments
- Strong verbal, written and facilitation skills for technical and non-technical stakeholders
- Experience with public-sector business analysis processes and standards
Nice to have
- Experience with structured, object-oriented and Agile methodologies
- Experience developing performance measures for business analysis evaluation
- Knowledge of Information Management principles and practices
- Knowledge of AODA and related accessibility regulations
- Awareness of emerging I&IT trends and technologies
