About the role
This is a senior business analyst contract role in Toronto, working onsite for the Central Agencies Cluster within Ontario's public service. The analyst leads business analysis to assess client problems and document requirements so technology solutions can be determined, applying re-engineering concepts for cost-effective service delivery. It suits an experienced BA comfortable across Waterfall, Iterative, and Agile methodologies in a government I&IT environment.
What you’ll do
- Lead business analysis to assess client problems/opportunities and document requirements
- Apply re-engineering concepts to promote cost-effective service delivery
- Develop strategies, business cases, and cost-benefit analyses
- Conduct business modeling, use case modeling, and data flow modeling
- Monitor progress and report to I&IT management and stakeholders
- Develop performance measures for business analysis evaluation
- Interact with stakeholders and subject matter experts to gather requirements
- Advise on business analysis policies, processes, and standards

- Experience developing business cases and cost-benefit analyses
- Experience with requirements gathering and stakeholder engagement
- Experience using CASE tools for conceptual requirements and scope
- Excellent verbal and written communication and negotiation skills
Nice to have
- Experience with property tax, property assessment, municipal taxation, or tax analysis systems
- Experience with Ontario's Online Property Tax Analysis (OPTA) application
