About the role
This is an onsite contract business analyst role supporting a confidential, secure, web-based tax analysis system for Ontario's Ministry of Treasury Board Secretariat / Ministry of Finance. It suits an experienced I&IT business analyst who can work five days a week onsite in Toronto or Oshawa. The contract runs from September 2026 to August 2027 and covers requirements gathering, business modeling and stakeholder engagement for statements of work 1-5.
What you’ll do
- Provide business analysis services for clients with diverse business and technology needs
- Gather, document and analyze business requirements through stakeholder interaction
- Advise on business analysis policies, processes, best practices and standards
- Assess business problems and document requirements so technology solutions can be determined
- Develop strategies, business cases, cost-benefit analyses and feasibility studies
- Conduct business modeling, use case modeling, and conceptual and logical data modeling
- Monitor progress, resolve problems and report to I&IT management and stakeholders
- Develop performance measures for business analysis evaluation and follow-up
What they’re looking for
- Ability to work five days onsite per week in Toronto or Oshawa
- Experience leading and conducting business analysis to assess business problems and document requirements
- Experience applying OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process
- Experience developing strategies, business cases and feasibility studies
- Experience with business modeling, use case modeling and data modeling
- Flexibility to work with Waterfall, Iterative and Agile methodologies
- Experience developing requirements-gathering processes including JAD sessions, interviews and mock-ups
- Experience using Computer Aided Software Engineering (CASE) tools
- Awareness of emerging I&IT trends and technologies
- Knowledge of AODA and related accessibility regulations
- Strong communication, consultation and stakeholder engagement skills
- Relationship-building and negotiation skills between clients and project teams
Nice to have
- Experience with information retrieval packages and information management principles
- Ability to translate business and data requirements into technical specifications
- Experience with business functional modeling, event modeling and process mapping
- Experience with structured, object-oriented and agile requirements methodologies
- Demonstrated experience with property tax, property assessment or municipal taxation systems, especially Ontario's Online Property Tax Analysis (OPTA) application
