About the role
This is a senior business analyst contract role helping a public health agency build and roll out portfolio management tools and dashboards. It suits an experienced business analyst fluent in MS365 tools who can work three days a week onsite in Toronto. You'd gather requirements, model business processes, and deliver Power BI dashboards for resource capacity, project governance, and work intake.
What you’ll do
- Gather and document business requirements from stakeholders and subject matter experts
- Advise on business analysis policies, processes and standards
- Build, test and support roll-out and training for MS365-based tools
- Document backend process steps, workflows and swim lane diagrams
- Develop metrics and executive-level Power BI dashboards
- Deliver portfolio management tools for governance, work intake, and capacity planning
- Produce business process models, job aids and training documentation

- Able to work 3 days onsite per week in Toronto
- Experience conducting business analysis and documenting I&IT requirements
- Experience with re-engineering concepts for business process improvement
- Familiarity with Project Management Methodology and Enterprise Architecture gating processes
- Experience with requirements gathering via interviews and mockups
- Strong experience with PowerApps, Power Automate, Power BI, SharePoint and Excel
- Experience in business, use case, and data modeling
- Experience developing performance measures, traceability matrices and KPIs
- Experience preparing business cases and cost-benefit analysis
- Experience in Portfolio Management (resource management, prioritization, work intake)
- Experience rolling out solutions to a large, company-wide staff base
- Strong communication and change management skills

- Ability to translate business and data requirements into technical specifications
- Experience with business functional, event, and process mapping methods
- Experience with structured, object-oriented and agile methodologies
- Experience using Copilot and other AI tools for process improvement
- Experience developing and following up on performance measures
