About the role
This is a remote business intelligence developer role focused on Oracle Fusion Cloud HCM analytics, supporting a federal Human Capital Management modernization program in the United States. It suits an experienced BI developer who can build dashboards and reporting for federal HR compliance and workforce analytics. The work is placed on behalf of a partner company by a recruiting platform, requiring U.S. citizenship due to the federal contract.
What you’ll do
- Design Oracle OTBI dashboards covering headcount, hiring, turnover and workforce trends.
- Build Oracle BI Publisher reports for federal HR submissions like EHRI, GHRR and SF-113.
- Create Oracle Analytics Cloud dashboards with predictive modeling and executive insights.
- Configure and optimize HCM Extract processes for downstream analytics.
- Develop self-service reporting tools and interactive org charts for HR teams.
- Support EEO/MD-715, FEVS and DEIA workforce reporting requirements.
- Ensure analytics meet Section 508 and WCAG 2.1 AA accessibility standards.
- Build semantic layers and governed data models for workforce KPIs.
- Lead technical workstreams and mentor junior team members.
What they’re looking for
- Bachelor's degree and 7 years of relevant experience (or equivalent experience in lieu of degree).
- 7+ years in business intelligence, analytics or enterprise reporting.
- 5+ years hands-on with Oracle OTBI, BI Publisher or comparable platforms (Power BI, Tableau, SAP BusinessObjects).
- Strong SQL skills against large HR/HCM datasets.
- Experience building interactive, drill-down dashboards.
- Understanding of workforce analytics concepts like attrition and time-to-fill.
- Experience with accessible analytics (Section 508, WCAG).
- Ability to obtain Public Trust clearance; U.S. citizenship required.
Nice to have
- Experience with Oracle Fusion HCM subject areas and data models.
- 8+ years of BI development, particularly in Oracle Fusion HCM.
- Oracle Analytics Cloud or BI Publisher certifications.
- Federal HR analytics experience (EHRI, GHRR, FEVS, DEIA).
- Predictive analytics using R, Python or Oracle Analytics Cloud ML.
- HCM Extract development and Oracle Cloud (OIC/OCI) familiarity.
