About the role
This is a senior contract role to build and operationalize an enterprise Release Management framework for the City of Toronto. It suits an experienced IT service management or release management practitioner who can design governance processes from scratch and drive adoption across many teams. The contract is hybrid, based in Toronto, running from November 2026 to May 2027.
What you’ll do
- Develop and implement a standardized enterprise Release Management framework, including governance, processes, and roles.
- Assess current release and deployment practices across business and technology teams.
- Collaborate with project, product, operations, infrastructure, and vendor teams on release planning and coordination.
- Facilitate release governance activities including release calendars, dependency management, and risk reviews.
- Define release metrics, dashboards, and reporting for operational transparency.
- Develop release management artifacts such as intake processes, release plans, and deployment checklists.
- Provide guidance, coaching, and training to teams on Release Management processes.
- Align release activities with Change Management, Project Management, and Service Management teams.
What they’re looking for
- Minimum 10 years of experience in IT Service Management, Release Management, Change Management, Project Delivery, or related disciplines.
- Experience developing enterprise-wide governance frameworks, operating models, standards, and procedures.
- Demonstrated experience establishing or maturing Release Management practices in large, complex public-sector or enterprise organizations.
- Experience working across multiple business units and technology teams with varying delivery methodologies.
- Strong understanding of technology delivery lifecycles: Agile, Waterfall, Hybrid, DevOps.
- Experience facilitating stakeholder workshops and consensus-building activities.
- Experience creating executive-level reports, dashboards, and governance materials.
- Strong knowledge of ITIL principles including Release, Change, Incident, Problem, Configuration, and Service Request Management.
- Experience with enterprise service management and delivery tools such as ServiceNow, Jira, or Azure DevOps.
- Bachelor's degree in computer science, Information Technology, or related field.
